The City of Happy Valley has designated Clackamas County as the garbage and recycling authority. The Sustainability & Solid Waste program sets the rates and service standards for franchised garbage and recycling companies within unincorporated Clackamas County and for cities of Happy Valley and Barlow. Clackamas County encourages community members to reduce, reuse, and recycle.
