Welcome to Happy Valley! I am so pleased that you have decided to join us in our city – a city that is rich in community and values its local community. We recognize this is an exciting time for you and we too are excited for what your future holds.

As you settle in, we hope that you can enjoy and experience the many services and amenities we offer. These include a variety of popular community events and recreational programs, as well as important municipal services relating to public safety, road maintenance, and even inclement weather response.

Whether you are new to the city or have already spent some time here, our team is ready to assist in ensuring you have what you need to make your experience here one you will cherish for years to come.

Happy Valley is a city located within Clackamas County. While the city covers quite a bit of area, not all locations referred to as Happy Valley are within City limits. The City of Happy Valley is one of 16 cities that comprise Clackamas County. While Happy Valley is governed by its elected City Council, has its own police services, and respective ordinances, the County has additional services and governances that sometimes overlap with our municipality. Voted on by residents every five years, Happy Valley Parks and Recreation is funded by a Parks Levy. This levy helps preserve and enhance recreational facilities and community parks and provides engaging programming for a variety of active interests. Residents experience recreational classes, consistent park and trail maintenance, and community events throughout the year.

Educational Outreach

If you reside in the City of Happy Valley and you own a dog, you MUST have a current dog license on file with us. A current license not only ensures your dog has received a current rabies vaccination, but it could help support in reuniting you with your lost pup should they get lost. Our Community Service Officers will be able to reference the City’s licensing database if this happens and can even scan for microchips if your dog has one. Fill out an application online and make sure your pup is ready to roll.

Whether you are a fan of quiet study areas, browsing for books, or want access to the latest downloadable e-materials, it’s always a good time to check out the local library. As a bonus, there are programs for babies, kids, teens, and adults focusing on a plethora of topics. Attend a presentation, make a craft, learn a new skill, or listen to music with a rotating schedule comprised of fun and community-centric events.

It is a requirement that you obtain a formal alarm permit from the City of Happy Valley if you activate a home alarm system. Permits also ensure police have important up-to-date information, so they can respond efficiently when it matters most.

Happy Valley City Hall became an official passport acceptance facility in 2010 and our agents can help with new applications, renewals, and even take your passport photo. While it is not a requirement for cities to offer passport services, Happy Valley has been proud to extend them as an additional benefit to residents and visitors alike. Police Services in Happy Valley are offered through a contract with the Clackamas County Sheriff’s Office (CCSO). Deputies are employees of the CCSO, but specifically assigned to Happy Valley. Through this partnership and annual contract, the City is able to maintain local control and identity for its police and save money by taking advantage of the service functions which a larger law enforcement agency, such as the CCSO can provide.

Funding for police services is covered entirely by a special Public Safety Levy which is voted on by residents every five years. This funding covers vital services including dedicated police patrols, crime prevention, proactive traffic enforcement, and the ability to respond quickly to emergencies when someone calls for help.

Show your community pride with a variety of items for purchase including hats, shirts, bags, golf umbrellas, wine glasses, and mugs. The HV Store is located at City Hall and is open 8 a.m. to 5 p.m. Monday through Friday. Be sure to check out the HV City booth at special events like Summer Concerts where you’ll find additional items and seasonal flair.

Distributed to residents annually, the Happy Valley Magazine and Business Directory is a special publication made possible through a joint effort between the Happy Valley Business Alliance, City of Happy Valley and Pamplin Media. The magazine sheds light on local events, showcases a variety of feature stories, and includes a complete directory of local businesses.

All businesses in Happy Valley, including homebased ones, must be licensed to operate. The underlying reason for this is to provide for the health, safety, and welfare of the citizens of Happy Valley and those who visit. Apply for a homebased business license online.

At the City, we recognize that maintaining fiscal responsibility and ensuring your tax dollars are well spent is important to your peace of mind.

Of your property tax dollars, only 3% comes to the City for general operations. This equates to $0.67 per $1,000 of assessed property value. This amount cannot be increased due to the passing of Measures 5 and 50 which set limits on the amount of tax levied on property values for schools and set a permanent tax rate on ALL tax districts in Oregon.

To cover specific costs related to police services and any programming and maintenance needs pertaining to parks and recreation, additional funds are provided for by levies, which are voted on by City residents every five years. In Happy Valley, these services account for 7% and 3% of assessed property tax, respectively.
