On May 16, 2017, Happy Valley is holding a public hearing to formally consider withdrawing from the North Clackamas Parks and Recreation District (NCPRD). The public hearing will consist of a presentation by City staff, testimony from the public, and discussion by the City Council. At the close of the hearing, the City Council will have an opportunity to decide whether it wants to proceed with the withdrawal. If the City Council wishes to move forward, City staff will return with a formal ordinance on June 6, 2017.
If the City Council decides to withdraw from NCPRD, staff will bring back an ordinance directing the withdrawal from the district by December 31, 2017. The City will continue ongoing conversations with NCPRD staff regarding the division of assets and future maintenance responsibilities. Those discussions would likely result in an agreement between both parties that would come before the City Council. Finally, upcoming discussions will occur regarding a potential local option levy to fund the park system in Happy Valley.
