172nd Avenue Expansion
Investing in the future of our community:
Investing in critical transportation infrastructure is a major priority for the City of Happy Valley. Our goal is to reduce congestion and improve mobility, safety, and connectivity within the community. As part of these efforts, we have developed a plan to expand 172nd Avenue.
The expansion will widen 172nd Avenue from Misty Drive to Scouters Mountain Road. The plan includes four travel lanes, a center planter median with turn lanes, landscape planters, and combined offset bike lanes and sidewalks. Major intersections will also be improved by adding a multi-lane roundabout at Troge Road and expanding the single-lane roundabout at Scouters Mountain Road to a multi-lane roundabout. The project includes right of way acquisitions, moving existing utilities underground, replacing the culverts at Troge Road, enhancing pedestrian crossings, and adding street lighting.
The project will also construct a frontage road south of Hagen Road to minimize driveway access on 172nd Avenue. Troge Road will be improved between 172nd Avenue and Olympic Street, allowing the fire gate at Olympic Street to be removed for access between the Rock Creek Meadows development and Troge Road. Additionally, the connection from Troge Road west to 172nd Avenue will be completed, providing a secondary access to 172nd Avenue for the Pleasant Valley Villages development.
172nd Avenue serves as an important corridor for north-south travel in the area, and although it is a County-owned road the City has committed the bulk of the funding for the improvements.
Funding:
The City of Happy Valley is planning to invest $45 million to complete the project. Those costs will not result in any new tax measures but instead be covered by a mix of urban renewal funds and transportation system development charges.
Timing
- March 2023 – Through 2026: Design phase
- Fall 2025 – Through 2027: Right of way acquisition
- Construction is tentatively scheduled to begin in 2027 and last through 2028. A more detailed schedule will be provided once the right-of-way acquisition phase is further along.
