We know many in our community are feeling concerned following recent e-bike incidents, including serious injuries and, tragically, a loss of life in another community. These moments are difficult, and they remind us how important it is to look out for one another, especially our kids.

Here in Happy Valley, we are taking these concerns seriously and acting with urgency and care. Our goal is simple, to keep everyone safe while supporting responsible e-bike use.

Thank you to everyone who has shared input and attended our recent town hall. Your voices are helping shape thoughtful, balanced solutions.

The Mayor and City Council will consider a proposed e-bike ordinance at the May 19 City Council meeting. This ordinance is designed to establish clear expectations around rider behavior and strengthen safety protections for our community.

In the meantime, you may notice an increased presence of city deputies and community service officers. Their focus will be on education first, helping riders understand the rules and why they matter, along with reinforcing existing state laws and park regulations. If adopted, formal enforcement of the new ordinance would begin June 1.

We are also working on additional safety education opportunities to support riders and families.

What you can do right now

We ask all parents and guardians to have a conversation with their kids about riding safely. No matter your age or experience level, wearing a helmet can make a life-saving difference. Safe riding habits protect not just the rider, but everyone around them.

Current e-bike laws include:

  • Riders must be 16 or older
  • Pedal-assist only (no e-motorcycles)
  • No riding on sidewalks
  • No weaving in and out of traffic
