In November of 2025 Bond Measure 3-626 to fund the construction of a community center in Happy Valley did not pass. The bond measure was referred to the ballot after years of outreach efforts (including surveys, open houses, steering committees, and focus groups) that indicated there was voter support to build a community center.
Now, City Council would like to hear directly from residents to gain a better understanding of why the measure didn’t pass.
The city will host a Community Input Survey on our website between February 2nd and February 20th. All Happy Valley residents are encouraged to participate. Survey questions will focus on how people received information about the bond measure, reasons for voting for or against the measure, as well as questions about basic City services.
Want to share your thoughts in person? The city will also host a bond measure listening session, which will be managed by an outside facilitator, sometime in March. Keep an eye on our website and social media pages for updates about that session, including date and time.
