Community Park
A New Community Park is Coming to Happy Valley!
For years, residents have requested a new park with amenities like all-weather turf fields, pickleball courts, tennis courts, basketball courts, playgrounds, picnic shelters and an amphitheater to host the City’s ever-growing community events.
Now, that request is turning into a reality. The City purchased 40 acres of property east of the roundabout at Scouters Mountain Road and 172nd Avenue, which will become the home of the new Community Park.
Timing:
- Spring, 2026: City Council will provide direction on an updated park layout
- Summer, 2026 – Spring, 2027: Park Design phase
- Summer, 2027: Construction anticipated to begin
- Summer, 2028: Construction anticipated to be completed
Funding:
The investment for this park will not result in any new tax measures. It will be covered by a mix of the settlement funds the City received from NCPRD when it withdrew from the district, urban renewal funds and one-time fees paid for by new developments.
Resident Engagement:
The design of Community Park was shaped directly by residents. The process started with surveys and open houses during the City’s Parks and Recreation Master Plan update, where people shared their ideas and priorities. One of the biggest needs that emerged was for a large community park.
After the City purchased the 40-acre site, another survey was conducted in 2024 to learn what features residents wanted most. That feedback was shared with the Parks Advisory Committee and City Council. The City then hired an experienced landscape architect to turn those ideas into a detailed park design.
Community Center:
As originally planned, this park was also set to be the host site for the City’s Community Center. In November 2025, a bond measure to fund the construction of the Community Center did not pass. At the direction of the City Council, the design team will be working to identify potential field space for a future community center that could either be privately funded or publicly funded if other financial resources become available in the future.
