Last month, Happy Valley adopted a new ordinance focused on addressing unsafe riding behavior for E-bikes, particularly in parks, pedestrian areas, shared pathways, and along busy roadways such as Sunnyside Road. Since the ordinance was adopted, Code Enforcement and Happy Valley Police have been out throughout the community enforcing the ordinance and educating riders about safe, legal use of e-bikes and e-motos.
Do you know the difference?
E-Bike: Meets Oregon’s e-bike standards and is designed for pedal-assisted travel.
E-Moto: If it can travel faster than 28 MPH without pedaling, it’s considered an electric motorcycle not an e-bike.
Off-road electric motorcycles that cannot be registered are illegal on city streets, sidewalks, bike paths, or trails within city limits. They may only be ridden on designated OHV trails.

Education and prevention come first, and our goal is to help riders understand the rules. However, Happy Valley maintains a zero-tolerance policy for reckless riding behavior. Riders who endanger others, ride dangerously in pedestrian areas, or attempt to evade officers will be held accountable.
