The City of Happy Valley is a vibrant community on the edge of the Portland Metro area. We have had the distinction for the past several years of being one of the fastest-growing cities in the state of Oregon. To keep up with that growth and provide the type of customer service our residents deserve, we have learned the true meaning of the word partnership.
Happy Valley is unique in the fact that we provide most of our urban services through agreements with other agencies. We partner with the North Clackamas School District, the North Clackamas Parks, and Recreation District, and provide police services through a contract with the Clackamas County Sheriff’s Office. Communities, schools, and businesses all succeed when we work together.

City Service Providers
Water Environment Services (WES)
The City of Happy Valley has entered into an Intergovernmental Agreement (IGA) with Water Environment Services, a department of Clackamas County, to provide sanitary sewer and storm sewer services to Happy Valley.
Services include:
- Wastewater collection and treatment
- Biosolids reuse
- Stormwater management on site sewage disposal
- Water quality and stream enhancement
Sunrise Water Authority
The City also has an IGA with Sunrise Water Authority. Sunrise Water Authority serves fresh, healthy water to a population of about 40,000 through 11,450 service connections.
