Permits are required for various construction activities in order to ensure work is being performed safely, meets all the required codes and that the workers performing the work are qualified and have the proper licensing and insurance. Permits which are required from the Engineering Division address Right of Way, Grading and Erosion Control activities. Explanations of these permits can be found on this page. Any activity performed in the public right of way could be subject to permitting. There are several types of Right of Way Permits depending on the level of work involved. Those are explained in the drop downs below:
TYPE 1 - Minor Construction
A Type 1 – (Minor Construction) Right of Way Permit is required for small scale construction within the public right of way. Examples of these types of activities are:
- Minor sidewalk installation or reconstruction
- Concrete driveway approach installation or reconstruction
- Storage container or dumpster placement
- Portable toilet placement
- Landscaping strip tree installation of more than 3 trees
TYPE 2 - Utility Placement, Paving, Driveways and Paving
A Type 2 Right of Way Permit is required for a project that involves:
- Franchise Utility installation
- Substantial sidewalk installation or replacement
- Sewer or Water lateral installation
- Small projects requiring pavement restoration
- Non-curbed driveway approach
TYPE 3 - Major (No Land Use)
A Type 3 Right of Way Permit is required for all projects that involve extensive right of way construction which is not included under a Site Development Permit. Examples of these types of activities are:
- Maintenance/Warranty Bond Activities
- Road Widening Projects
- Large Scale Utility Projects
- Frontage Improvements
TYPE 4 - Complete Road Closure
A Type 4 – Road Closure Permit is required when full road closures are required. This permit also includes an additional traffic order which requires approval from the City Manager. Road closure permits are not always granted but if they are they can take several weeks to obtain. Public notification and a detailed traffic control plan are required as part of this permit. An example of when this permit is required is:
- Use of cranes for such activities as swimming pool or truss delivery and placement.

Right of Way Encroachment
A Right of Way Encroacment Permit is required for placement of a structure or apparatus in the right of way for temporary purposes that does not pose an immediate safety hazard to the public. Examples of these are:
- Utility Vaults.
- Retaining walls less than 4 feet in height.
- Signs.
An Erosion Control Permit is required for any activity that disturbs more than 500 square feet of ground and is not associated with a building permit or site development permit. Examples of these activities are:
- Tree or invasive species removal.
- Construction of a sport court or concrete patio.
There are several types of grading permits which may be required depending on the level of activity being performed. The various types are listed in the dropdowns below.
Minor Grading (No Landuse)
A Minor Site Development Permit is required when:
- The grading is not in conjunction with a building permit or a site development permit.
- There is more than 25 cubic yards of cut material.
- There is a fill greater than one foot in depth or fill placed on a slope that exceeds 5:1 (20%).
- There is a fill greater than 3-foot in depth that is not intended to support a structure, and the volume is less than 25-cubic yards.
- The grading impacts or obstructs an existing drainage course.
Site Development (Commercial / Multi-Family)
A Site Development (Commercial / Multi-Family) is a comprehensive permit intended to provide permitting for all civil site work and public improvements. This permit is required for the construction of a Commercial, Industrial, or Multi-Family Development which has received land use approval. NOTE: All City Engineering Plan Review and Inspections for grading, erosion control and right of way work will be covered under this permit.
Examples of developments permitted under this type of Site Development Permit:
- An apartment complex
- A mixed-use development
- An industrial site construction
Site Development (Residential)
A Site Development (Residential) is a comprehensive permit intended to provide permitting for all civil site work required for the construction of a Residential Development which has received land use approval NOTE: All City Engineering Plan Review and Inspections for grading, erosion control and right of way work will be covered under this permit.
Examples of developments permit under this type of Site Development Permit:
- Residential Subdivisions (SUB).
- Planned Unit Developments (PUD).
- Lot Partitions (LP)
- Middle Housing
